For this purpose, on November 1-3, 1991, Metropolitan Filaret (Denysenko), having the canonical right to do so, convened a Local Council in the Kyiv-Pechersk Lavra, which was attended by the entire Ukrainian episcopate, clergy, laity, representatives of monasteries and spiritual educational institutions. The theme of the convened Council was the formation of an independent Ukrainian Orthodox Church, which would satisfy the spiritual needs of the citizens of independent Ukraine and act in the interests of the Ukrainian people. The local Council unanimously adopted a resolution on the autocephaly of the Ukrainian Orthodox Church, which meant the separation of the Ukrainian Orthodox Church from the Moscow Patriarchate. З цією метою, 1-3 листопада 1991 року в Києво-Печерській лаврі митрополит Філарет (Денисенко), маючи на це канонічне право, скликав Помісний Собор, в якому взяли участь весь український єпископат, духовенство, миряни, представники монастирів і духовних навчальних закладів. Темою скликаного Собору було утворення незалежної Української Православної Церкви, яка б задовольнила духовні потреби громадян незалежної України та діяла в інтересах українського народу. Помісний Собор одноголосно прийняв постанову про автокефалію Української Православної Церкви, що означало відокремлення Української Православної Церкви від Московського Патріархату.
