Here's a breakdown.. this is information from the books.. District 12 is the coal miners district. A few years before the start of the series there was a cave in and a lot of miners died. Katness's dad died and her mom (who was from the rich part of the district but gave up her inheritance to be with the dad) was so grief stricken that she shutt down and katness had to step up and take care of them. Her name was in there like 15 ish times. Basically every year after turning 12 your name is entered once. If you need food the capitol will provide a months supply in exchange for your name added an additional time (only works for kids 12-18). Her friend Gale had his name in 42 times because his dad also died in the mining accident and has 5 younger siblings,to protect them from adding their names more times, he was the only one who took supplies. He and katness "illegally" hunt so they can provide for their families and avoid additional entries.
