In her defense, I don't think she cared about the lives they were taking. She was concerned (and probably rightfully) that breaking these rules leads to a slippery slope so that you can break larger rules in the future, leading to actual widespread death and chaos. Then Alejandro basically said that that is the future, regardless of her thoughts. There's gonna be a lot more blood in the future and it's going to get even more bleak. "A land of wolves, now."

Great movie. I may be alone in my opinion but Kate(FBI agent) i do not like. Crying about doing it by the book and accomplish nothing and telling them she’s going to talk. Like why they weren’t doing these things to random innocent civi’s
