Neither Goku or Vegeta have reached Super Sayian. They know of the legend but they don't actually know what a Super Sayian is, so Vegeta is merely guessing at this point.

Right. Back before we had all the episodes in america, it would restart before the Captain Ginyu episodes. I always assumed he said super Saiyan meaning just someone really strong. So after the senzu bean, he became stronger. But for those if us who know, it takes a little more than strength to become a super saiyan.

the dragon wishes are first come and if interrupted the dragon would grant any wish that he hears so if krillin and gohan got interrupted by vegeta or frieza the dragon would grant the wish if the say i wish yada yada yada

At this point i dont think you missing nothing and i dont want to spoil things but im pretty sure his claim about being a Super Saiyan could stem from his pride and belief in his potential as the Prince of all Saiyans. it did seem all of a sudden as one episode he was jealous that goku could be one, than next thing you know, out of nowhere, he claims that he himself is one.
