I'm going to assume positive intent. I don't think Paizo fully understood what they were doing with the now-reversed policy. I think the fact that they didn't even realize its impact on translations shows that they thought they were putting together a license for people to monetize their work without realizing that it was going to harm more than it helped. Because I seriously doubt the lawyers got together in a room and said "well, the biggest threat to our business is character sheets that do some math, let's make sure no one can make those".

It's true, the change to OGL on Infinite hasn't been reversed. But PF1 and SF1 content outside of Infinite is now viable again.

I was just reading the blog but haven't looked at the new/restored policy yet. This is good but I am still worried about PF1 and SF1 content that wants to monetize as The restoration of the CUP does nothing for the removal of future OGL product on Infinite.
