For an orbital insertion trajectory it's much more efficient to follow the Earth's rotation, so Bubbles is not likely to launch him directly toward Canada. If he makes orbit without burning up, he'll fly above Canadian airspace instead of through it. If he somehow lands on Canada anyway, he went the long way around, and it's probably his fault.

I can only assume it's a case of knowing her from being around in the background, and/or Bubbles being a bouncer for the fight arena. I can definitely imagine that kinda place getting some AI that were too rowdy, or who had bad reputations trying to enter, or some other such and that Bubbles was Corpse Witch's security as well as the one who fixed bots up. Double likely if you read this bouncer saying "I've always wanted to see a real pro at work" meaning a pro of a bouncer, since she's just asking Bubbles to toss him out, rather than knock him around.
