More than a decade passed between the two with three continental wars in there. Technology changed, resources changed, tactics changed. Muzzle loaders became breach loaders, artillery completely revolutionized and was still changing. In 1858, Prussia still has the Second Shleswig-Holstein War with Denmark (who beat them in the first) and the Austro-Prussian war to fight. That was a major war with Austria and the Austrian aligned states, which was far closer fought than the Prussian histories recount. That’s where Prussia learns the value of a general staff managing multiple armies on multiple fronts and how mobilization time tables count. France still has the Italian War to fight where it doesnt need to learn any lessons more than Crimea.

It's interesting that the French are seen as the competent force in Crimea, when we already know that France's being outclassed is what led to Napoleon III's fall during the war with Prussia. Does this reflect a loss of strength or did the Prussians just learn THAT MUCH about how to use trains to crush your opponent from their observers in the American Civil War?
