Something I've thought about with amendments is what forces them to work. Presidents have already ignored court rulings, the SC has no mechanism to actually stop the executive branch. How would a 3-month deadline work? Without consequences it's meaningless. The biggest exploit that needs to be filled is congress giving power to the executive. The constitution gives congress coining and war powers, yet the FED can CtrlC CtrlV new money, and the war on terror gives the POTUS a blank check to invade any nation so long as their "fighting terrorism"
