I'm not sure if it's fair to say, that Sobieski was neglect of political reform. The problem was that nobles overused veto to such a degree, that only about a half of parliament sittings weren't broken without passing any law. Sobieski even said about them: "Nearly as much as an enemy they destroy the Commonwealth".
