Yeah, the entire kingdom had basically been pawned off to whomever had money, and he managed to restore all of Denmark in his reign. Valdemar Atterdag (best translation for that title would be Dawnbringer)

King Pantsless is quite a good topic, yeah. She even manage to get an entirely unique title with very real, but very nebulous powers when she was declared Sovereign Lady and Ruler of Sweden. The story would probably also have to start with an episode about her father, who started out ruling a single, small town and a fortified tower upon his coronation, which is a pretty extreme position to be in as well.

I suggested the United States President, Chester A. Arthur. He became President following the death of President Garfield. Although Arthur was a corrupt politician before becoming President, he fought against corruption when becoming President. While he didn't dramatically shape the US or the world, he is still interesting nevertheless.
