Ah! Possibly. It is one of those moments where (to me) it seems like he got a little "deer in headlights," perhaps hoping that if he ignored the pleas they would go away.

But that was after the rioting and after the leaders were manipulated by the nobility. I'm talking about when the cries for mercy first came up before the crowd got scary.

Considering that he accepted their demands up front, agreeing to release them (after the crowd got scary enough), and the crowd still rioted, I'm not sure that an appeal to logic would have gotten Justinian out of that one.

Makes me wonder what would happen if he initially said, "If you behave yourselves after tonight's races, I'll pardon them." It would have sent the message and put the fate of the ringleaders in the hands of their supporters.
