Just to clarify. The 4th Hokage took 3 years to come up with the steps to make and perfect the Jutsu. So it would make sense for Naruto to figure out how to do the Jutsu faster since the steps are already known.

The comma like symbol in the sharingan is called a tomoe. In Japanese culture it's used in a different things like family crests and decorations.

This move is considered a kage level jutsu btw. Chidori is also an A-rank jutsu but it's a bit lower on the scale as a jonin level jutsu.
