Chi-Chi's the one who started Gohan on that since he was a toddler and didn't want him training. It's not a misconception. And Goten's merely getting the second child treatment. Parents are usually more strict with the first child.

ChiChi has been homeschooling him during the 7 years of peace time, so Gohan has gotten rusty. Maybe his control over his powers have gotten rustier too. I say that because a certain someone who has been training this whole time demonstrates the best control over their hits as we'll see later on. Then again, someone who has also been training this whole time demonstrates zero impulse control XD

It's a misconception here, Gohan doesn't study because Chichi wants it. He does it because he wants it. He really loves it and wants to become a scholar, that's why Chichi is so strict. You can see she's not the same with Goten. Because thats not his goal.
