It could be arrogance on his part, but I think 17 knows his sister's capabilities in comparison to his own. Some people put Kamiccolo without weights = 17 and Kamiccolo with weights = 18. So, he's slightly stronger. 18 also defers to his decision making and is a year older, so she's more mature, since girls mature faster than boys.

Maybe Cell absorbed enough people so he got stronger than the androids in that timeline? Maybe Trunks was stronger than the androids but weaker than Cell since he was the strongest after the absorption!

It's interesting to note that the Androids from Trunks time were evil less personality but also less power, I wonder if Dr. Gero having to activate them early was the reason, perhaps the Manga explains it further & i'm being stupid but that's the only explanation, Dr. Gero explained he found it hard to control them so maybe in future Trunks timeline he had more time to lessen there personality & power & activate them at a time he thought best rather than when he needed them to defend himself against the Z fighters.

Actually, that Trunks wasn't strong enough to defeat Cell, let alone the twins. He's essentially the same Trunks. He supposedly found a way to deactivate the cyborgs in the timeline Cell is from, which of course doesn't require him to be any stronger than he currently is.

I believe the future trunks that died actually deactivated the androids from remote that was created from other timeline

This episode is why I said earlier that going with Bulma's impulsive short sighted idea to use the Dragon Balls to find Gero and kill him would've been disastrous for everyone. The Z Warriors wouldn't have been as nearly prepared for the 3 years. Piccolo wouldn't have been nearly as strong after fusing with Kami and Cell would've bodied him easily. But even if they SOMEHOW by some miracle(not likely though) killed future Cell. The Cell in the underground bunker would've lived on and continued to gain data from the Z Warriors.
