Yes that was so weird to hear the neural link stuff. Whatever it was, I definitely know for a fact that he could absorb him because he was a full on robot/android. 16 is indeed very powerful!!

Cell couldn't absorb 16 because he is an android and fully mechanical. 16 and Cell are equal in power, but in a battle of attrition, 16 should win since he too has infinite stamina. He does have some neat tricks, but he's kind of lacking in the finishing moves department... or rather, he doesn't perform them in the most direct and effective way.

When they activated 16 he could've killed everyone including 17 and 18 if he wanted to the entire time. Maybe, that's why Dr. Gero was so scared of him being activated.
