Speaking of making a dress for the first time, I roughly knew how to transplant physics from the original Fallout 4 dress, but I still encountered some difficulties in actual operation. It seems that FO4's physics does not have collision settings. If the thighs are too Thicc, the skirt will wear into the thighs when swinging the legs... Of course, after spending a lot of time, I solved this problem. However, this outer skirt can be worn on and off.
