You can manually aim and fire artillery units by directly controlling them. There are some where you can control the launched projectile then too, this is what reggy did.

The warhh have a massive cool down if I remember correctly, 20 turns or so. And it x2 only on army's that you have when you activate it, and if they die they stay dead,
