Mom is right, they actually didn't have any adults at all at the camp Cassian came from at his home planet. Not one single person there looked over 18-20. People have theorized that all of their parents were killed in the mining disaster. I hope we eventually find out what happened there. I don't feel bad for Timm at all. He was a paranoid, jealous, rat who turned his friend in to the cops for a murder of two horrible human beings Cassian didn't want to commit.
