Nope, fundamentally not a tournament. A tournament is several competitors pitted against each other with the intent of knocking individual's out until (typically) only one remains. This is an exam, it's all the examinees against the examiners/tests. Everyone can pass, and everyone can fail. Can they fight amongst themselves? sure, do they have to? no. This is a test, not a competition. Think of it like a spelling bee vs your grammar finals at school. Now, they can be mixed, think of the final part of the Hunter exam in HxH for example. But so far, here we are just in Exam mode, whether they will add a tournament into it, is yet to be seen.
