You're fucked, because Maxis didn't add an option to remove the dust that doesn't relies on the fecking vacuum, which relies on power.
Here you go, took 10 minutes, works like Maxis:

Enabled Autonomy
Blacklisted lazy, slob and filth dwellers from mopping autonomy. Only neat, perfectionist, and fast fastidious will mop autonomously when it's just slightly dusty
This requires the XML Injector
