Hmmm maybe they are a human from the bunker thing mentioned in the original, the Doctor says he is in contact with them if I am not mistaken. Or this could be a flashback and they could have been the person who authorized/came up with the project. Those are my guesses tbh.

My lil theory before its revealed is either this scene is a memory, something around the time Colin got kidnapped. Or it's a pre-recorded video, that can either be found, is shown to you, or something like that. Addition to the generator room? Findable video tape? Who knows but DS and other people behind the scenes. I seriously doubt we'll see em in person, Despite their shadowed appearance, they appear to be still human, which shouldn't be possible, so I doubt they're alive or untransfurred today.
