I don't know if you still need to know, but with a little bit of work in Photoshop or Gimp you can make the UI very close to what it is on the GIF. I have it set almost the same, with brighter "square" being inside the dialogue box.

I bought on itchio, from an artists called UI KING, and thought the style and colors fit well with my assets

Some elements, yes, but I will try to make a Windows skin for RPG maker and if you have some editing skills you should be able to use it as pictures on events.
