Floch and his Yeagerists take issue with the Paradis military mainly because of the latter’s inaction. The military’s plan—originally led by the late Zachary and now, unofficially, by Pixys—is essentially to follow Zeke’s proposal: perform a “test run” of the Rumbling to intimidate global powers, spend years strengthening Paradis’s military and technology, and pass down the Founding and Beast Titans under conditions that always keep the Rumbling feasible. It’s a passive, defense-oriented plan. When Floch interrupts Shadis’s training, he sees him teaching new recruits how to kill Titans—even though there are no longer any Pure Titans in Paradis (apart from Connie’s mother). If the world powers truly intend to invade Paradis and annihilate the island, why not train Paradis’s troops to fight humans instead? Floch genuinely believes that Paradis must prepare for war and eliminate anyone seeking to wipe out the island’s Eldians. During the discussion, Vera pointed out that this is a dangerous mindset. “Let’s suppose they go to war against Marley and win. Then what? Other nations will rise up, bringing new conflicts, and so on.” There’s no denying it’s a risk, but for the Jaegerists, doing nothing and simply playing defense is also quite risky—possibly even more so, considering the entire world is uniting against them. They’re merely choosing which risk they want to take. Keep in mind that in this world, the Eldian Empire reigned supreme for eighteen hundred years, and it’s only been a hundred years since that changed.
