Well, to be honest, by the time A Game of Thrones starts, Ned has been Lord Stark for 14 years now, and 9 years ago, he was fighting against the Iron Islands, so by the time AGoT started, Ned should have been decent enough to use Ice as a sword for fighting.

Assassination attempt will certainly be interesting... and yeah, it will not be at least suspicious. One minor thing: Ice was most definitely made for War! The fact that Ned used it ONLY for executions speak more about his failure as Lord of Winterfell and head of House Stark. His one slight excuse is that he was never supposed to be Lord Stark (he was just a spare) so there was no reason to train him in using it... but the fact that he DIDN'T thought to have Robb trained to use it is yet another of his failures.
