Here is a few minor details you *might* have missed. When Jayce and Viktor were floating after getting hextech to work, they flicked a coin through a little field and it reappeared on the other side of the field. The hextech they perfected in the city is basically Hexgates--they can transport anywhere. That is what was happening at the beginning when the ship disappeared. They are the trading hub of the world because of instantaneous travel. Marcus, who worked with Silco to capture Vander for blood money, arrested Vi after he stopped her from fighting Silco. She was part of the group that blew up the building. By arresting her, he thought he was protecting her from Silco, and he closed that case. He is now Caitlyn's boss and the chief of police. Jerk. Him, not you.
