As said above, the boy, Ryan was the one harassing them because he blamed them for their son being on the bus. It was using tapes from the radio show, and the dad didn't even know about the radio show. Only the final bus in the fish tank was planted by the father along with the stationary.

Marcos’ dad just left the last bus with the school district’s lawyer stationary so that Keith would help him in the lawsuit against the school. (They really believe the school was harassing them) The kid was the one leaving everything in the house.
