Season 8 Issue 1 spoiler below It isn't Buffy, it's a body double to help hide that Buffy is actually in England rebuilding the Watchers and bringing the slayers together. The double dating the Immortal was a practical joke against Spike, Angel and Buffy herself by Andrew who is in charge of the Italy Slayer cell. The two girls at the end are also slayers.

I hate this episode. It shows a deep misunderstanding of Buffy characters especially Buffy herself who this show often painted poorly
