this wasn't Rossum's plan, the story of the Epitaphs happened BECAUSE of Echo blowing up Rossum HQ.

I'm not sure why you think the head of Rossum or the ruling class in general wanted to turn everyone into zombies. It seems pretty clear from the show that that's just one consequence of the tech getting out of hand and being used as a weapon.
