How they turned into fish-people... I assume the 'fish DNA' experimental drugs, mixed with a little Hellmouth magic lol? And letting them go - I mean, the only people they hurt were the two people who did this to them in the first place, and that was mostly because they were hungry and waiting to group together and go to the ocean lol.
