We didn't actually see anyone tell Kalgkur he isn't going to be punished. Perhaps he's read too much into the explanation they gave him. Though possibly he's just fully intuited the way the process works. I would think the human population would want some punishment... at the minimum, they'd probably want Kal to not be put on guard duty again, and perhaps not to be seen aboveground for a while. (Not that most of them would recognize him.)
