They aren't shocked because it's someone who looks like Piccolo but with different name, they are shocked because Goku mentioned "Kami". To the Western audience, we just think of it as a name, but to the characters and Japanese audience, it just means god. They were shocked and can't believe that person was god.
Wait I watched it back at around 11:00 in the reactions you can here "who's that" and "who's he" it seems like they confused
Makes no sense in the dub because they using a Japanese word but in sub it would.

No they were shocked because Goku literally said "Piccolo beat God" Kami means God in Japanese. So to reiterate, everyone's shocked because Goku basically said Hero was literally Jesus in disguse.
