This is a spooky storytelling reward trait. You'll need the XML injector for it to show in your reward store. Don't worry though, it's free. Your sim will pay for it in other ways.
Sims holding the item will occasionally be spooked for about 30 sim minutes, but will always have a slight fear following them.
