Low Fantasy is when there’s fantasy elements in “the real world” where as High Fantasy is set in an entirely different world. So Conan, He-Man, Game of Thrones all high fantasy. Whereas Harry Potter, Dresden, and Sandman are all Low Fantasy.

It's interesting, I always considered Masters of the Universe to be low fantasy like Conan or Kull.
