There's a reason why Luffy couldn't escape the execution platform. Its alluded to with the "cage shot" that caught Buggy and Alvida but hasn't been explained yet. This is a recurring theme with Oda's writing so just remember this in the future if something doesn't make sense.

What’s crazy is the actress that played alvida actually dropped all the weight in real life to look like her character. She’s chubby in season 1 and lost all that weight for season 2.

Luffy smiling when he knew death was coming isn't out of character at all. Luffy not being able to break out of his restraints considering all his feats at this point was just a bit of poor writing from Oda.
