Did you notice Galliard in the crowd just before Pieck and Eren finished walking up the stairs? Pieck intentionally waved to the crowd with both of her hands to show Porco that she was chained to Gabi and couldn't transform. Her battle IQ is off the charts, which is why she was entrusted with the Cart titan, which is designed for scouting and endurance missions (she can stay transformed for weeks at a time), and requires cunning to properly wield since it's not very durable.
