For the glitters, I played around with noise and filters. In Photoshop: 1. Filter>Noise>Add Noise 2. Filter>Filter Gallery>Cutout 3. Image>Adjustments>Brightness/Contrast (Low Brightness + High Contrast) 4. Set layer's blending mode to Screen or Add Added a few gradients while I was at it.
