It runs the whole spectrum. Some countries ban it outright, others institutionalize it, and others don't regulate it at all. The country of Aqurian, is one of the unregulated countries. Slaves don't get any legal protections other than if they are owned they are supposed to be off limits to others unless their owner gives permission. As we saw earlier in the chapter not everyone honors that unwritten rule.
