You need to enslave Dr. Tiff and Ms. Rack, then start the storyline between them. Upset Dr. Tiff by asking about Ms. Rack directly, then talk to Dr. Tiff again and change the subject to "something more fun". You will need to have reached the 14th floor to trigger all the scenes in the sequence.
