Lucy Steel poked Eleanore on purpose, and it’s very obvious when she pulls off handkerchief with Edward initials so Eleanore sees it, and the way Lucy looks at her at that moment. Remark about how Edward loves Eleanore as a sister was also poking. Also Lucy didn’t break engagement off because she knew he loved Eleanore, but because he was cut off money, so she married the brother with money instead
