The building in the middle can be converted to a apartment but I made it the laundry matt. The units are sparsely decorated and ready for your sims to move in and trap, kick it and turn up. Packs needed are: Get to work, Strangerville, City Living, Romantic Garden, Cats and Dogs and out door retreat. Make sure to have bb.moveobjects on, when placing this lot.

You cannot make apartments in the sims 4. The Lot can be made to a residential lot. Then you can move sims in then you can post an add for roommates and assign them doors and rooms.
