You need to buy out the older survivor and complete the questline (Nurturing Bonds); you can unlock the kitchen afterward. If it doesn't work, DM me.

Hi. In order to build the kitchen it says to complete other quests first. What have I not done? Also I can't see the lift skirt and handjob options with the old survivor
