personally I would say Espeon just for the cliché or have it ether Galarian Rapidash for that horsecock OR abra evolution line-up, Bonus thing: Necrozma is the freakiest pokemon I have ever seen and he learns psychic moves and whynaut/wabuffet is very silly but fun design.

Heart Stamp literally has the user act cute and then attack, Miltank can learn it, i am limiting myself to non-legendary pokemon, since that would be unfair battle, but if you don't mind that mewtwo, arceus and Xerneas all learn gravity, also Eevees signature move is a psychic move called Glitzy Glow.
