I've noticed that many DMs struggle with making downtime meaningful in their games - it often becomes a simple "you rest for a week" or gets handwaved entirely.
Yet these quieter moments between adventures are perfect opportunities for character development, faction intrigue, and planting seeds for future stories.
That's why I created this 23-pages comprehensive downtime system. Whether you're running Heresy of Steel or your own campaign, these activities give players engaging choices and consequences to their "off time."
Each activity comes with:
Detailed resolution systems with multiple checks
Reward tables for different tiers of success
Faction Point tracking to measure your standing with major powers
Encounter tables for unexpected events
Complications that can spiral into new plot hooks
Rival system to create recurring antagonists
I've included examples such as:
Fight in the Grand Colosseum against mutated beasts and enhanced warriors
Patrol with the Militia to keep the city's horrors at bay
Study forbidden knowledge at Scion lectures (if you dare)
Aid the Forsaken in rescuing refugees from quarantined districts
Craft manikins alongside the Scions' finest
While these activities were designed for Steinhardt's Guide to the Eldritch Hunt's dark streets, you can easily steal them for your own campaigns.

Concern: the Scion benefits and Forsaken benefits appear to have a couple of typos. Specifically in the Faction Wares section with how they're both titled 'Forsaken benefits' and how a lot of the damage numbers are set at 1d2 or set at Acid damage type for Scion weapons that state they're electrified or some other details. Other than that, all the benefits are fairly good in the wares section. Some of the statblocks for allies feel a little weaker than others, but it seems like it balances out with the other benefits. These are all extremely great and I'd love to use them in my home game.
