at that point Shiki is a new character, he wasn't shown in the past. He only was mentioned but not shown.

Roger was executed 22 years ago btw. So to explain, episode 0 is canon but it's also a prequel to Movie 10: Strong World. If you want to know what Shiki planned, you can react to Strong World but the movie itself is not canon. If Shiki comes back in the future canon, I don't know whether or not the Movie matters, either is possible. But the "Film: Strong World" is one of my favorites.
