It's both. All sagas are composed of arcs, sometimes just one if you don't count filler. Most sagas are named after their main arc. So Alabasta, Sky Island, Water 7, and Thriller Bark are all Sagas as well as arcs inside them. Thriller Bark happens to be a solo arc-saga.
