Sero's tape is intentionally based on Spider-Man and is a personal favorite quirk of the creator. Sero is even a fan of a hero in America who is basically the Spider-Man of their world. Even though normal quirks manifest at 4 years, there are some exceptions. I think most mutant bodies have to be from birth because it makes more sense than becoming a freak overnight. So having a tail or six arms or a seal body from birth is more natural in my opinion.
