To be fair, all Team Rocket would have to do is promise to hypnotize Nemona's rival to always battle her and she would join up right away. Hell, she would probably help them.

Nemona would be virtually impossible to hypnotize as the only thing in her mind is Pokemon battles. If Pecharunt could barely do it, Hypno has literally no shot. And if by some miracle it does, she wouldn't stay hypnotized by the time she's halfway to the team rocket base, let alone when it's her turn to be trained.

Not just going for DBSS, but doing an any% speedrun of it. Why else do you think he gathered all those smexy ladies. I also like to think that in universe, he got all of them, including any future ones, simultaneously and they're being trained in groups in a queue.
