You usually use the last name to address people in Japan. As calling someone by their first name is sort of reserved for close friends and family. So reaching the point where you get permission to call someone by their first name is seen as a great honor in Japanese culture, and on the opposite side calling someone who you are not close with or familiar with by their first name can be seen as rude and offensive. But I do think the newer generation is getting less and less strict with that and it's becoming more common to use first name by the younger generation. Don't quote me on that but I think so.
