Ruroni Kenshin IS somewhat based on actual historical events and periods. There are characters that are based on actual historical figures. Even Kenshin is said to be modeled after a certain swordsman who lived during the Bakumatsu period (takes place slightly before Meiji period, which is the setting of this show)
